1. Entry Requirements - Visas
Turkish Visa

Ordinary passport holders are required to have visa to enter Turkey. They can obtain two month-multiple entry visas at the Turkish border gates.
Official passport (diplomatic, service, special and official passports) holders are exempt from visa for their travels up to 90 days.
If you are going to study or work in Turkey, you must obtain appropriate visa from Turkish diplomatic/consular missions, prior to proceeding to Turkey.
All foreigners, except for those exempt from visa requirement, should obtain their visas at the Turkish missions. Those foreigners, who can obtain sticker type visas at the Turkish border gates, may also have their visas at the Turkish missions, alternatively.
Despite the visa regime applied towards the citizens of a country, the travel document holders of that country need to obtain visa from Turkish missions beforehand.
 If passengers have a valid visa for at least 3 months or more (period of stay), they do not need a residence permit up to 90 days. On the other hand, foreigners who shall reside, work or study in Turkey, should register themselves at the nearest local police department (section for foreigners) upon their arrival in Turkey, regardless of the validity of their visa.

The visa holder must report to the police authorities (Provincial Directorates of Security-Sections for Foreigners) within 30 days from the date of arrival.
The visa holder may not enter Turkey prior to the entry date as shown on the visa.
The visa holder must leave Turkish territory on or before the expiry date as shown on the visa.
The police immigration authorities at the border reserve the right to carry out all the necessary controls and to refuse entry even to holders of a valid entry visa.
If entry refused, no claim to compensation can be submitted.

GENERAL REQUIREMENTS:

  • Valid passport (valid at least 6 months from date of entry)
  • If invited, the letter of invitation from Turkey
  • Letter to the Consular Section of the Embassy stating reasons for travel
  • Proof of Hotel Accommodation etc.
  • Photocopy of air ticket or bookings
  • Itinerary from travel agent
  • For business- Special invitation from the Turkish business partner, if need arises, legalized at the Turkish Chamber of Commerce
  • Letter of Employment or Registration Certificate of the Company
  • For attending a conference or similar events- Invitation letter from organizer

 

Proof of sufficient funds for duration of stay:

- Bank statements for the last 3 months (valid for the date of visa application-issued not earlier than two days before the visa application.)
- Tax receipt of foreign exchange purchased bearing applicant’s name
- Traveler’s cheques
- For credit cards: bank letter stating available funds and that card is endorsed for overseas use,  
Bank letter stating amount of foreign exchange purchased

 Additional documents may be requested by the consular official. These might include, but are not limited to, the following:
 Proof of employment: (e.g.: Letter from company stating continuing employment after period of leave and duration of vacation etc.)
If applicant is a student: Letter from school/college/university confirming attendance.
Bank and credit card statements for the last 3 months.
A personal interview with the application may be requested at any time.

TOURIST & BUSINESS VISAS

Visas are required and issued to Ukrainians for a single entry, for multiple entries, or for transit purposes. The multiple entry tourist visa is good for up to 3 months and allows the Ukrainian citizens to stay in Turkey for up to 3 months in each stay (with multiple entries).
 Ordinary passport holders can obtain two month-multiple entry visas at the Turkish border gates.
There is no different form such as business migratory form other than the usual visa application form.

BUSINESS VISITS: Business visas (single or multiple entries) are required for Ukrainians and all other nationalities. All business visa applications must additionally be accompanied by a letter from the Turkish company inviting or financing the traveler and indicating objectives of travel.

Business persons traveling to Turkey must include a letter from the company in Ukraine detailing the nature of business and supporting letter(s) from the company/companies to be visited in Turkey.

LONG STAY VISITS: Applicants may be issued single, double and multiple entry visas. However, applications for long stay visas may take significantly longer time to process. Long stay visa (single, double and multiple) is valid for up to 12 months from the date of issue for no less than 15 days up to 365 days. Visas for longer period than 30 days are subject to approval of competent Turkish authorities concerned.

The holder of a long stay visa will not be able to take up employment in Turkey and the activities that he/she undertakes shall not be able to generate payment of fees or salaries in Turkey.

Prior authorization from Turkish Central Authorities is required before issuing long stay visas to foreigners-citizens of all countries (including Ukraine).

For Employment:
 A work permit letter (or a copy of it) from the related authorities in Turkey like Education Department (i.e. Turkish Ministry of National Education and/or Turkish Higher Education Council for teaching) or from the local Turkish company in which the applicant is going to work..
 
Applicant requiring a business visa must also produce a letter from the company for which they are working in Ukraine.

Proof of sufficient funds to cover the full period of stay in Turkey is requested.

BUSINESS VISAS:
 
The holder of a temporary business visa will not be able to take up residence and employment in Turkey and the activities that he/she undertakes shall not be able to generate payment of fees or salaries in Turkey.
Application for a business visa must be accompanied by an original letter from the employing SA Company as well as an invitation letter from Turkey (Letter from company stating nature of business in Turkey with names and addresses of company or person to be visited).
Proof of sufficient funds to cover the full period of stay in Turkey may be requested.
The Consular Section of the Embassy reserves the right to require other documentation in support of the application.

 WORK VISAS:

To work in Turkey, Ukrainians (and citizens of all other countries) must apply to the nearest Turkish mission abroad to obtain work permit and visa. Applicant’s passport, visa application form and a letter from applicant’s employer are just needed for the work visa application. Other documents should be submitted to the Turkish Ministry of Labour and Social Security (MLSS) by the applicant’s employer within three working days after the work visa application by the applicant.

Applicants may find the list of those documents in the MLSS’s website http://www.csgb.gov.tr  . Applications are finalized by the MLSS within ninety days at the latest. Right after the applicant’s arrival in Turkey (before starting to work), the applicant should be registered at the local police department (section for foreigners) within one month to obtain the necessary residence permit.

The English text of Turkish “Law on the Work Permit for Foreigners”, application forms and necessary information can be downloaded from: www.csgb.gov.tr  

In line with the relevant provisions of above-mentioned Law:

“Foreigners residing out of Turkey make their working permission applications to the Republic of Turkey representations in the country  where they are. The representations forward these applications directly to the Ministry [of Labour and Social Security]. The Ministry [of Labour and Social Security] assesses the applications in accordance with the 5th article [of the Law on the Work Permit for Foreigners] having taken the opinions of the relevant authorities; gives working permission to the foreigners whose situation is deemed appropriate. This permission is valid only when the required working visa and residence permission is taken. The foreigners, who have been issued working permission certificate, are obliged to request visa [from the Turkish Diplomatic Representation abroad] to enter the country within the latest ninety days from the date of taking this certificate, to apply to the Ministry of Interior Affairs to take “residence permission” within the latest thirty days from the date they have entered the country.

Foreigners that have valid residence permission in Turkey or their employers are entitled to make their application directly to the Ministry [of Labour and Social Security].

The working permissions are given and extended in accordance with this Law [on the Work Permit for Foreigners] and provisions of the regulations issued according to this Law [on the Work Permit for Foreigners], upon the written request of the foreigners that have residence permission or their employers.

The applications are answered within at most ninety days by the Ministry [of Labour and Social Security].
 …
 Independent working permission may be given by the Ministry [of Labour and Social Security] to the foreigners, who will work independently, on condition that they have resided in Turkey legally and uninterruptedly for at least five years.
 ….
 Working permission for a definite period of time may be given also to the spouses and dependent children, who have come together with the foreigner or afterwards, on condition that they have resided with the foreigner legally and uninterruptedly for at least five years.”

 Prior authorization from Turkish Central Authorities is required before issuing work visas to foreigners-citizens of all countries.

Applications for work visas are reviewed by the Turkish Embassy and forwarded to Turkish Ministry of Foreign Affairs for approval. Therefore, the applications must be submitted at least 6 weeks in advance. When this waiting period is over, upon receipt of a favorable reply from Turkish authorities, you can apply back to the same office with your passport and visa fee to get your work visa. Applicants without relevant work visas are not allowed to work in Turkey.

Visas for the purpose of taking up employment are subject to the approval of an application for work permit made through a Turkish employer (company) to the Ministry of Labour and Social Security of the Republic of Turkey.

Application for work visas to be referred to Ankara-Turkey by the Consular Section of the Embassy will be accepted accompanied by usual letter from the employer (company) in Turkey.

Initially there will be an application fee for referring application to Ankara. However, upon receipt of authorization, tickets and proof of sufficient funds along with the copy of labour contract must be submitted and necessary visa fee must be paid before a work visa can be issued. An acknowledgement document should be signed by the applicant when receiving a work visa.

Applications for work visas may take significantly longer time to process.

The time to be allowed for issuance of work visa varies and at present it will be necessary to contact Turkish Central Authorities in Ankara (the Ministry of Foreign Affairs, the Ministry of Labour and Social Security, and Ministry of Interior) to confirm. Since application needs to be referred, time allowed for issuance of such visa could be months.

Please note it is NOT advisable that air tickets are purchased before work visa is granted.

Work visa is usually valid up to 12 months from date of issue for the period according to work permit issued by local authorities in Turkey.

The residence permit should be obtained at the end of ONE MONTH stay and in any case BEFORE taking up employment.

The originals of the forms and documents which are required pursuant to the relevant Regulation on the Implementation of the Act on the Work Permit for Foreigners in Turkey should be conveyed by the employer (company) to the Ministry of Labour and Social Security of the Republic of Turkey in 3 work-days time.

To obtain residence on a work visa, an offer of employment must be accepted first. Then the Turkish sponsoring employer must apply for a work permit from the Ministry of Labour and Social Security:

 

  • A copy of the employee’s passport showing all personal details and any other Turkish visas,
  • A private sector employer must obtain necessary documents from the relevant Turkish Authorities,
  • The original work permit will be sent to the employer company by the relevant Turkish authority, accordingly a copy of it will be faxed to the employee by the employer company, so s/he can get a work visa before coming to Turkey,
  • In case the employer will fax a copy of the work permit, s/he or a company representative must wait for the employee at the airport with the original document.

Work visas must be issued abroad by the Turkish Diplomatic Representations and residence and work permits must be issued in Turkey.

Business travelers earning an income during their stay are required to ensure that the hosting company arranges for a work permit on their behalf. The individual alone cannot obtain this permit; the employer has to apply for permit in Turkey.

  • An invitation letter from a Turkish sponsor with the passenger’s details is necessary.
  • If self-employed, a letter from accounting firm, and/or a copy of license and registration. These letters should specify company’s name.
  • The Consular Section of the Embassy reserves the right to call applicants for an interview & query personal, business, corporate related issues as well as applicants’ Turkish contacts & partners.

 

EDUCATION VISAS

Student visa is required to register as a student in Turkey. Exceptions are those who are legal dependents of someone in Turkey on a diplomatic visa or with a work visa. Students who come to Turkey without a student visa will not be able to register as a student nor will get residence permits.
Student visas must be obtained from a Turkish Consulate, generally the one nearest your place of residence. Student visas cannot be obtained within Turkey.

Documents required for the visa:
- Passport valid at least a year
- Completed visa application form taken from the Turkish Embassy  or Consulate
- Recent passport size photographs 
- Proof of their student status in their home country 
- The acceptance letter from an accredited Turkish institution of education
- Non-refundable processing fee

It takes around six weeks to receive a visa.
Although a time limit will be stamped on visa, the student visa will be valid as long as you are enrolled in school. However, it has to be renewed each year.

All international students in Turkey, regardless of status, must register with, and obtain a Residence Permit (ikamet belgesi) from Security Office (Yabancilar Subesi). You can be required at any time to show your Residence Permit.
Students must register within one month after entering Turkey.

Documents required for the Residence Permit:
 - passport with the student visa
- A Student Certificate)
- Five passport size photographs
- Two copies of a one-paged Application Form
 
 International students are given Residence Permits for the period of time they will be studying at school/college/university as indicated on the Student Visa. If the Student Visa states the student will be coming for six months, then the Residence Permit will be for 6 month.
Residence Permits are extended by providing all the above documents with the exception you will need only two photographs and one copy of Application form. Please note that you must submit a Student’s Certificate to renew your Residence Permit and Student’s Certificates can be issued only after you have registered at the university.

Foreign students do not have right to work legally in Turkey.

Необходимое условие для подачи документов – претендент должен либо пройти курс обучения турецкому языку, либо закончить последний класс турецкой школы. Еще одна возможность быть допущенным OSYM к экзамену – закончить лицей, уровень которого соответствует последнему классу турецкой школы. Прохождение экзамена в OSYM платное, стоит $100, так что кроме заявления о допуске к экзамену OSYM нужно прикрепить квитанцию об оплате тестирования (proof of payment). Получив эти документы, OSYM высылает экзаменационный лист (Еxam Еntrance Сard).  Для удобства абитуриентов OSYM создал сеть офисов. В Украине в г. Симферополе.
Когда оценки выставлены в Examination Results Card (экзаменационную карту), абитуриент должен определиться с программой, по которой он будет учиться. Есть программы, где преобладает английский, а есть такие, где все по-турецки.

RESEARCH VISAS AND FILMING & PHOTOGRAPHING VISAS

Foreigners who will shoot a documentary film, conduct a research or an archeological excavation should get a special permission from the Turkish authorities in advance. Application for special permission from the Turkish Central Authorities is made through Turkish missions abroad prior to proceeding to Turkey.
Applications should be made at least two (2) months before the date. All properly completed applications are processed as soon as possible and forwarded to Turkey to be reviewed. The Turkish Embassy will inform the applicant of the outcome of his/her application. However, due to the large volumes of applications by citizens of other countries to the competent Turkish Authorities, it may take two (2) to four (4) months for application process to be completed. Individuals whose applications are approved are issued a visa valid for the period they had specified on their application forms. Applicants who enter Turkey without the relevant visas are not allowed to carry out research, film shooting or photographing.

 

INFORMATION ABOUT TURKISH VISAS AND WORK/RESIDENCE PERMITS
 There are two types of visas in the Turkish practice:
 1) Entry visa (single entry, multiple entry and entry with special annotations)
 2) Transit visa (single and double transit)
 Single entry visa is valid for one year and allows its holder, depending on the nationality and passport type, to stay in Turkey up to three months and to visit the country only one time.
 Multiple entry visa is valid for up to five years and allows its holder to make multiple visits and, depending on the nationality and passport type he/she can stay one to three months each time he/she enters into Turkey.
 Transit visa is valid for up to three months and allows the person to travel to another country through transiting the Turkish territory.
 If the connecting flight to the third country does not require an overnight stay in Turkey, then no visa is necessary. In other words, Turkey does not issue Airport Transit Visa (ATV).
  
A- Foreigners desiring to travel to Turkey for tourism purpose (Tourist Visas)

What are the requirements for entry visa applications?
As a general rule, the applicant must apply in person particularly when the visa application is lodged for the first time. Visa applications may also be received by mail in exceptional cases, especially in geographically large countries and when the applicant is well known by the Turkish Embassy/Consulate where the application is lodged.
 The applicant is required to submit the following documents while applying in person: 

  • Valid travel document (passport) (It should be valid at least three months longer than the expiry date of the requested visa),
  • Completed visa application form,
  • One passport size photograph of the applicant (It should be affixed on the top left side of the visa application form),
  • Documents supporting the purpose and the conditions of the planned visit (e.g. letter of invitation, travel itinerary, round trip ticket, hotel reservation with payment guarantee etc.),
  • Guarantees regarding means of subsistence,
  • Non-refundable visa processing fee (the amount differs depending on the nationality and visa type),
  • If the person applies from a country other than his/her homeland, then he/she should also submit his/her valid residence permit or any document that proves he/she legally stays in that country.
  • If the person applies for a business visa, an invitation letter from the counterpart company is also required in addition to the above mentioned documents.

 Note: Please be informed that the requested documents may vary according to the local conditions where the Turkish Embassy/Consulate is based.
 Note: If the relevant Turkish Embassy/Consulate exceptionally receives the visa applications by mail or by courier service, the applicant must send the above mentioned documents and also a pre-paid or self-stamped return envelope (DHL, Fed Ex, Express, UPS, or some sort of insured/certified mail is highly recommended, since the original passport will be returned inside that envelope). Please contact with the nearest Turkish Embassy/Consulate to learn whether they receive the applications by mail or not.

 If the person prefers to obtain the entry visa at a Turkish border gate (please first go to Step 3 above and check of which countries nationals may obtain their visas at the Turkish border gates), then he/she will be required to have the following documents:

  • Valid travel document (passport) (It should be valid at least three months longer than the expiry date of the visa requested.)
  • Non-refundable visa processing fee (the amount differs depending on the nationality and visa type)

 Note: Please be informed that any other documents which are relevant to the applicant’s visit/stay in Turkey can be requested by the Turkish border officials and also note that only tourist visas may be issued at the Turkish border gates.

What are the requirements for holders of travel documents?
 Holders of travel documents, such as alien’s passport and refugee travel document, are required to have a consular visa to enter into Turkey. They are strongly recommended to apply to the nearest Turkish Embassy/Consulate for the visa at least 6 weeks in advance, since their application is subject to the approval of the Ministry of Interior of Turkey.
 It is also recommended that applicants with travel documents should not finalize their travel plans and arrangements until they are notified about the result of their visa applications.
 The applicant is required to submit the following documents while applying in person:

  •  Valid travel document (such as alien’s passport or refugee travel document) (It should be valid at least three months longer than the expiry date of the requested visa),
  • Completed visa application form,
  • One passport size photograph of the applicant (It should be affixed on the top left side of the visa application form),
  • Documents supporting the purpose and the conditions of the planned visit (e.g. letter of invitation, travel itinerary, round trip ticket, hotel reservation with payment guarantee etc.),
  • Guarantees regarding means of subsistence,
  • Non-refundable visa processing fee (the amount differs depending on the nationality and visa type),
  • Valid residence permit or any document that proves the applicant legally stays in that country where the Turkish mission is based.
  • If the person applies for a business visa, an invitation letter from the counterpart company is also required in addition to the above mentioned documents.

 Note: Please be informed that the requested documents may vary according to the local conditions where the Turkish Embassy/Consulate is based.
 Note: If the relevant Turkish Embassy/Consulate exceptionally receives the visa applications by mail or by courier service, the applicant must send the above mentioned documents and also a pre-paid or self-stamped return envelope (DHL, Fed Ex, Express, UPS, or some sort of insured/certified mail is highly recommended, since the original passport will be returned inside that envelope). Please contact with the nearest Turkish Embassy/Consulate to learn whether they receive the applications by mail or not.
 Note: Please be informed that the holders of travel documents cannot obtain their visas at the Turkish border gates. They should have a consular visa.

B- TRANSIT VISAS
 1. Single transit visa; entitles one entry, within three months at most.  Duration of stay cannot exceed thirty days. 
 2. Double transit visa; entitles two entries within three months. Duration of stay for each entry cannot exceed thirty days.

WHAT ARE THE REQUIREMENTS FOR TRANSIT VISA APPLICATIONS?
 The same documents, stated as for the tourist visa applications, are required for the transit visa applications. Please contact with the nearest Turkish Embassy/Consulate for more information.
 Note: If the relevant Turkish Embassy/Consulate exceptionally receives the visa applications by mail or by courier service, the applicant must send the above mentioned documents and also a pre-paid or self-stamped return envelope (DHL, Fed Ex, Express, UPS, or some sort of insured/certified mail is highly recommended, since the original passport will be returned inside that envelope). Please contact with the nearest Turkish Embassy/Consulate to learn whether they receive the applications by mail or not.
 Note: Passengers who will have to wait at the Turkish International Airports for their next connecting flights are not required to have an “Airport Transit Visa (ATV)”. However, should those passengers wish to take a tour at the city or stay over, they have to either obtain their transit visas at the Turkish Embassies/Consulates in advance or they should ask for a “permission document” from the Turkish border security officials upon their arrival. Please be informed that the Turkish border security officials have the authority to grant or deny permission.
  
C- ENTRY VISAS WITH SPECIAL ANNOTATIONS (WORK, EDUCATION AND RESEARCH VISAS)

D- RESIDENCE PERMITS
 An entry visa enables the bearer to stay in Turkey for the duration stated on the visa sticker. However, if the person intends or is obliged to stay in Turkey longer than the permitted duration, this extension is subject to the approval of the Ministry of Interior. In this case, the person has to obtain a residence permit.
 Applications for residence permits should be made to the Alien’s Branch of Local Police Departments (Emniyet Mudurlugu Yabancilar Subesi) within 30 days upon arrival at Turkey. Applicants are generally required to submit work permit, work visa, education visa or research visa and a letter describing his/her circumstances (i.e. employment, education, marriage to a Turkish citizen).
 Once the person is granted with the residence permit, he/she can enter into Turkey multiple times as long as his/her residence permit is valid and thus he/she does not need a visa for entry into Turkey. If the extension of the residence permit is required, the extension or renewal should be made timely before the expiry date. The person is recommended to have the validity of the residence permit extended before leaving Turkey, if the validity of residence permit is to expire or has already expired.
