Foreigners who intend to work in Turkey must first apply to Turkish Embassies or Consulates before coming to Turkey. Work permits are authorized by the Ministry of Interior to be issued by Turkish Embassies or Consulates. After arriving to Turkey, foreigners must apply to the local security authorities within one month together with their work permit visa issued in their passports.
It is not possible to obtain residence or work permits in Turkey, without prior application to Turkish Embassies or Consulates.
Permits are a matter of formality and are available through the Foreigners Department of the Provincial Security Directorate General located at Migros Yani, Hipodrom, Konya Yolu, Ankara, tel. (0312) 303-5466 or 303-5470, or at local Security Directorate throughout Turkey.  Applications are available on the Turkish Security Directorate’s Turkish language website at http://www.iem.gov.tr/yabancilar/index.asp
Documentary requirements include relevant work or study visas, a cover letter describing the applicant’s circumstances (i.e. employment, education, marriage to Turkish citizen), seven 2.5”x 1.75”photographs, a passport with valid Turkish visa, application forms in duplicate (available at
http://www.iem.gov.tr/yabancilar/Yabanc%FDlar%20Taraf%FDndan%20Verilecek%20%DDkamet%20Beyannamesi.doc), and, if applicable, employment contracts (for work visa holders), school registration documents (for students).
Turkish Visa

LONG STAY VISITS: Applicants may be issued single, double and multiple entry visas. However, applications for long stay visas may take significantly longer time to process. Long stay visa (single, double and multiple) is valid for up to 12 months from the date of issue for no less than 15 days up to 365 days. Visas for longer period than 30 days are subject to approval of competent Turkish authorities concerned.

The holder of a long stay visa will not be able to take up employment in Turkey and the activities that he/she undertakes shall not be able to generate payment of fees or salaries in Turkey.

Prior authorization from Turkish Central Authorities is required before issuing long stay visas to foreigners-citizens of all countries (including Ukraine).

For Employment:
 A work permit letter (or a copy of it) from the related authorities in Turkey like Education Department (i.e. Turkish Ministry of National Education and/or Turkish Higher Education Council for teaching) or from the local Turkish company in which the applicant is going to work..
 
Applicant requiring a business visa must also produce a letter from the company for which they are working in Ukraine.

Proof of sufficient funds to cover the full period of stay in Turkey is requested.

 

 WORK VISAS:

To work in Turkey, Ukrainians (and citizens of all other countries) must apply to the nearest Turkish mission abroad to obtain work permit and visa. Applicant’s passport, visa application form and a letter from applicant’s employer are just needed for the work visa application. Other documents should be submitted to the Turkish Ministry of Labour and Social Security (MLSS) by the applicant’s employer within three working days after the work visa application by the applicant.

Applicants may find the list of those documents in the MLSS’s website http://www.csgb.gov.tr  . Applications are finalized by the MLSS within ninety days at the latest. Right after the applicant’s arrival in Turkey (before starting to work), the applicant should be registered at the local police department (section for foreigners) within one month to obtain the necessary residence permit.

The English text of Turkish “Law on the Work Permit for Foreigners”, application forms and necessary information can be downloaded from: www.csgb.gov.tr  

In line with the relevant provisions of above-mentioned Law:

“Foreigners residing out of Turkey make their working permission applications to the Republic of Turkey representations in the country  where they are. The representations forward these applications directly to the Ministry [of Labour and Social Security]. The Ministry [of Labour and Social Security] assesses the applications in accordance with the 5th article [of the Law on the Work Permit for Foreigners] having taken the opinions of the relevant authorities; gives working permission to the foreigners whose situation is deemed appropriate. This permission is valid only when the required working visa and residence permission is taken. The foreigners, who have been issued working permission certificate, are obliged to request visa [from the Turkish Diplomatic Representation abroad] to enter the country within the latest ninety days from the date of taking this certificate, to apply to the Ministry of Interior Affairs to take “residence permission” within the latest thirty days from the date they have entered the country.

Foreigners that have valid residence permission in Turkey or their employers are entitled to make their application directly to the Ministry [of Labour and Social Security].

The working permissions are given and extended in accordance with this Law [on the Work Permit for Foreigners] and provisions of the regulations issued according to this Law [on the Work Permit for Foreigners], upon the written request of the foreigners that have residence permission or their employers.

The applications are answered within at most ninety days by the Ministry [of Labour and Social Security].
 …
 Independent working permission may be given by the Ministry [of Labour and Social Security] to the foreigners, who will work independently, on condition that they have resided in Turkey legally and uninterruptedly for at least five years.
 ….
 Working permission for a definite period of time may be given also to the spouses and dependent children, who have come together with the foreigner or afterwards, on condition that they have resided with the foreigner legally and uninterruptedly for at least five years.”

 Prior authorization from Turkish Central Authorities is required before issuing work visas to foreigners-citizens of all countries.

Applications for work visas are reviewed by the Turkish Embassy and forwarded to Turkish Ministry of Foreign Affairs for approval. Therefore, the applications must be submitted at least 6 weeks in advance. When this waiting period is over, upon receipt of a favorable reply from Turkish authorities, you can apply back to the same office with your passport and visa fee to get your work visa. Applicants without relevant work visas are not allowed to work in Turkey.

Visas for the purpose of taking up employment are subject to the approval of an application for work permit made through a Turkish employer (company) to the Ministry of Labour and Social Security of the Republic of Turkey.

Application for work visas to be referred to Ankara-Turkey by the Consular Section of the Embassy will be accepted accompanied by usual letter from the employer (company) in Turkey.

Initially there will be an application fee for referring application to Ankara. However, upon receipt of authorization, tickets and proof of sufficient funds along with the copy of labour contract must be submitted and necessary visa fee must be paid before a work visa can be issued. An acknowledgement document should be signed by the applicant when receiving a work visa.

Applications for work visas may take significantly longer time to process.

The time to be allowed for issuance of work visa varies and at present it will be necessary to contact Turkish Central Authorities in Ankara (the Ministry of Foreign Affairs, the Ministry of Labour and Social Security, and Ministry of Interior) to confirm. Since application needs to be referred, time allowed for issuance of such visa could be months.

Please note it is NOT advisable that air tickets are purchased before work visa is granted.

Work visa is usually valid up to 12 months from date of issue for the period according to work permit issued by local authorities in Turkey.

The residence permit should be obtained at the end of ONE MONTH stay and in any case BEFORE taking up employment.

The originals of the forms and documents which are required pursuant to the relevant Regulation on the Implementation of the Act on the Work Permit for Foreigners in Turkey should be conveyed by the employer (company) to the Ministry of Labour and Social Security of the Republic of Turkey in 3 work-days time.

To obtain residence on a work visa, an offer of employment must be accepted first. Then the Turkish sponsoring employer must apply for a work permit from the Ministry of Labour and Social Security:

 

  • A copy of the employee’s passport showing all personal details and any other Turkish visas,
  • A private sector employer must obtain necessary documents from the relevant Turkish Authorities,
  • The original work permit will be sent to the employer company by the relevant Turkish authority, accordingly a copy of it will be faxed to the employee by the employer company, so s/he can get a work visa before coming to Turkey,
  • In case the employer will fax a copy of the work permit, s/he or a company representative must wait for the employee at the airport with the original document.

Work visas must be issued abroad by the Turkish Diplomatic Representations and residence and work permits must be issued in Turkey.

Business travelers earning an income during their stay are required to ensure that the hosting company arranges for a work permit on their behalf. The individual alone cannot obtain this permit; the employer has to apply for permit in Turkey.

  • An invitation letter from a Turkish sponsor with the passenger’s details is necessary.
  • If self-employed, a letter from accounting firm, and/or a copy of license and registration. These letters should specify company’s name.
