1.  Who is my employer?
As a foreign worker employed in the building industry, you must register as a worker of a Licensed Manpower Company (LMC). The list of the Licensed Manpower Companies who may employ you is attached.  The LMC is your employer. The LMC must give you a signed contract in your language, and must register you with his company.  The name of your LMC employer and the expiration date of your work visa are stamped in your passport by the Ministry of Interior.

2.  Who can I work for?
Your LMC employer will send you to work for different construction companies (building contractors).   You are permitted to work only for those building companies to which your employer has sent you, and you may not work for any other person or company.  Working for a person or company without permission of your LMC employer, even on your day off or on your vacation, is a violation of your employment visa which can result in your deportation!

3.   I work for one LMC but I want to work for a different LMC. Can I change employers?
You are free to change LMC employers 4 times a year on the following dates: the first of January, the first of April, the first of July and the first of October. Your employer cannot stop you from changing employers on those dates. Remember to notify your employer in writing and in advance of your decision to leave—if you do not provide advance written notice the law allows your employer to deduct sums from your salary. You must give one day of advance notice for each month you have been employed by your LMC during the first 6 months of employment,  6 days and an additional  1.5 days  notice for each month you worked for the LMC from the 7th month onward, and 30 days notice after one year of employment.

4. Can I change employers on other dates?
No—you can only change employers four times a year on the dates set out in paragraph 3 above, unless you receive written permission from you original employer. Changing employers without permission can result in your deportation from Israel.

5. My employer is violating my rights! I want to leave him right now! Can I change employers?
If your LMC employer or the contractor you work for is seriously violating your rights, or is not giving you working conditions as per the law or your contract, you may contact the Ombudsman for Foreign Worker's Rights at: 050-6240546 or 03-5125460. The Ombudsman will investigate your complaint and if she finds it correct, she may permit you to change employers immediately. Leaving an employer without permission from the Ombudsman (except on the dates set out in section '3 above or with written permission from your employer) is a violation of the conditions of your visa and may result in your deportation from Israel.

6. My employer dismissed me! What should I do?
Contact the Ombudsman for Foreign Worker Rights immediately at tel: 050-6240546 or 03-5125460. She will investigate the reason for the dismissal and will allow you to find another employer or help you change your status in the Interior Ministry so that you can find a new employer.

7.  What are my obligations as an employee of an LMC?
You must register for work with one of the Licensed Manpower Companies on the attached list,  and you must work for an average of 236 hours a month, only for building contractors to whom the LMC sends you. If you have a complaint against the LMC or the building contractor, contact the Ombudsman for Foreign Worker Rights immediately at tel: 050-6240546 or 03-5125460.

8.  What is my minimum salary?
The LMC must pay you for 236 working hours per month on a yearly average. If you work more than 8 hours per day (assuming you are employed 6 days a week) you are entitled by law to 125% of your hourly wage for the first 2 extra hours, and to 150% of your hourly wage for every additional hour.  The LMC must provide you with a monthly salary slip setting out sums paid and deductions for taxes and social security, as well as for housing and medical insurance. For your information:  it is a criminal offence for an employer to pay less than the   Minimum Wage of    19.28 shekels per hour (3585.18 shekels per month for 186 work  hours).

9.  What are my other working rights?
The LMC must give you medical insurance, proper living conditions, a written contract, and a detailed salary slip. You are entitled to a weekly day of rest of at least 36 hours,  yearly "recuperation" pay, yearly paid vacation and religious holidays. Your employer may not withhold your passport (except as necessary for renewing your visa).

10.   Should my employers pay me any other sums?
Your employer must deposit 700 NIS monthly in a special bank account which he will open on you name in Bank Massad, over and above your salary. This sum will be given to you when you leave Israel permanently (not on a temporary trip or vacation), on condition you leave before your visa (or extended visa) expires. 15% of the sum will be deducted as income tax before it is paid to you. To receive the sum, you or your employer must apply to the Foreign Worker's Department at least 30 days before your departure, with a copy of your ticket. If you do not leave Israel upon the expiration of your visa or of your extended visa, 20% of this sum will be deducted from your account. If your leave Israel after a delay of 6 months, you will not receive the monies. If the delay in leaving Israel is due to circumstances beyond your control, you may petition the Ombudsman to permit you to receive the monies despite the delay. The 700 NIS deposit should appear in your monthly pay slip.
